Sinopsis

Buku ini memaknai pembangunan sebagai proses kebijakan yang dinamis dan kontekstual, bukan sekadar produk perencanaan formal. Kebijakan pembangunan dipahami sebagai kerangka tindakan yang berdampak langsung pada kehidupan sosial, budaya, dan ekonomi masyarakat, sehingga proses perumusan dan implementasinya menjadi aspek yang krusial.

Kearifan lokal ditempatkan sebagai fondasi penting dalam kebijakan pembangunan berkelanjutan. Ia merepresentasikan pengetahuan dan nilai adaptif masyarakat yang terbentuk secara historis, serta berfungsi memperkuat relevansi dan efektivitas kebijakan, terutama di masyarakat yang majemuk.

Buku ini juga mengkritisi dominasi paradigma pembangunan Eurosentris dan warisan kolonial dalam kebijakan pascakolonial. Pendekatan berbasis kearifan lokal ditawarkan sebagai alternatif untuk mendorong keadilan sosial, kemandirian, dan pembangunan yang berakar pada realitas lokal.

Biografi Penulis

Dr. Ibrahim Chalid, S.Sos., M.Si, Universitas Malikussaleh

Dr. Ibrahim Chalid, S.Sos., M.Si adalah Dosen tetap Program Studi Antropologi Fakultas Ilmu Sosial dan Ilmu Politik Universitas Malikussaleh, Lhokseumawe, Aceh. Penulis lahir di Beureunuen kota kecil di Pidie Aceh pada tanggal 9 Septerber 1972. Masa kecil hidup di tanah Gayo, menyelesaikan pendidikan S1 pada Jurusan Antropologi FISIP Universitas Sumatera Utara tahun 2000, melanjutkan S2 pada Jurusan Antropologi Sosial Universitas Negeri Medan selasai tahun 2011 dan menyelesaikan S3 di Ilmu Sosial FISIP Universitas Airlangga Surabaya pada tahun 2019. Ketika mahasiswa Ibrahim Chalid terlibat aktif dalam berbagai gerakan mahasiswa terutama pada gerakan reformasi tahun 1998, aktif dalam aktivitas kemanusiaan, mendirikan beberapa lembaga swadaya masyarakat seperti Kontas Medan, YPRP (yayasan Pembela Rakyat Pinggiran) dan (MATA) lembaga anti korupsi.

Selama berkarier sebagai dosen Ibrahim Chalid telah mempblikasikan beberapa karya ilmiah di antaraya Modal Sosial dan Reduksi Kemiskinan Nelayan, Transmigrasi: Dari Deferensiasi Menuju Kohesi Sosial, Etnografi Komunikasi: Nuansa Komunikasi dalam Ranah Kearifan Lokal, Etnografi Pemasaran, Antropologi Kependudukan, Kebijakan Pembangunan berbasis Kerarifan Lokal dan lain-lain. Dr. Drs. Aiyub, M.Si dosen tetap Program Studi Administrasi Publik Fakultas Ilmu Sosial dan Ilmu Politik Universitas Malikussaleh. Lahir di Bayu, Aceh Utara, pada 17 Juli 1962.

Penulis menyelesaikan pendidikan Sarjana (S1) Ilmu Administrasi Negara di Universitas Malikussaleh (1992), Magister (S2) Ilmu Administrasi Negara di Universitas Brawijaya, Malang (2003) dan meraih gelar Doktor (S3) Administrasi Publik dari Universitas Diponegoro, Semarang (2023).

Penulis memiliki kepakaran di bidang collaborative governance dan kebijakan publik. Karya ilmiah yang sejalan dengan bidang kepakarannya telah dipublikasikan dalam berbagai jurnal internasional bereputasi, prosiding internasional, serta jurnal nasional terakreditasi SINTA.

Selain aktif berkarya melalui penulisan buku dan artikel ilmiah, penulis juga kerap menjadi narasumber dalam berbagai forum ilmiah di bidang administrasi publik. Di luar aktivitas akademik, penulis turut berperan sebagai tenaga ahli Bupati Aceh Utara dan DPRK Aceh Utara di bidang pemerintahan. Peran tersebut dijalankan melalui keterlibatan dalam penyusunan naskah akademik, peraturan daerah/Qanun, Formulasi dan Evaluasi kebijakan daerah dan policy brief.

Melalui buku ini, penulis berupaya memberikan kontribusi ilmiah yang signifikan dalam penguatan teori dan praktik kebijakan publik yang adaptif dan responsif terhadap dinamika sosial dan tuntutan pembangunan.
